A minimum of a primary check should be conducted if it is safe to do so. 9/10 times it could be negative, but that 10th time could be the time you find a victim.

Thanks for the great perspective on the risk management side. You're right, we need to consider all the context of fire-related deaths before pointing any fingers at the administration. Assumptions can be dangerous for sure.
